Obviously, the goal is for all nations to dismantle their weapons of mass destruction. Until such a time as a world wide treaty is signed with means of verification that are acceptable to all, then we have to settle for lesser goals. Like confining the spread of such weapons beyond those that already have them, something that is international policy, not just US policy. Especially to nations that might have less compunction about using them. Or selling the technology to those who would use them. Iraq is such a nation. They have already used chemical weapons against the Kurds. Whether Saddam would use them against US troops, or against Israel or not is a question we would prefer to keep in the realm of the hypothetical.
