Following plans laid out by British engineers in the 1950s, the Iraqi government started draining the marshes. An earlier agricultural project designed to increase farm land that had lost steam during the war with Iran during the 1980s was reinvented to crush political opposition.
At huge expense, the Euphrates was diverted into a canal, the man-made Saddam River, and the Tigris was channeled into smaller waterways. By 1993, the Iraqi government had succeeded in preventing water reaching two-thirds of the marshes.
Environmentalists consider the project one of the world's worst environmental disasters and in 1995 the European Parliament passed a resolution calling it genocide against the Marsh Arabs.
