Here's something else from the world's past. During the Gulf War, Saddam had access to many biological weapons. He never used them against America when it stepped in, though. It is widely understood that Saddam let us bomb his military power into oblivion without using those biological weapons because of a talk Bush Sr. had with him. Essentially, Bush said "If you use your biological weapons, we will nuke you."
How does this relate to the current conflict? It tells us that although Saddam loves power, he also has a sense of self-preservation. Right now, he knows that the only protection he has from the U.S. is his ability to claim innocence to the charge of developing weapons of mass destruction, and be believed by some people. If he takes offensive action against anyone, that protection will vanish, and the resulting U.S. invasion will end his power, and possibly his life.
Your predictions are based on the assumption that Saddam will attack other nations if given the chance, but this assumption could very well be false. Even if the U.S. doesn't attack Iraq now, we are not practicing appeasement in any way. As long as Saddam is in power, he will know that if he takes any action against his neighbors, Arab support for him will dissolve and he will have our soldiers at his doorstep. Even a psycho like him should be able to see this. You have to ask yourself, is starting a war that is based on speculation the right thing to do?
