32% of all voters....that would include all eligible voters, whether they participated or not. Notice it didn't say 32% of all votes. Not untrue but misleading.
The second number, the 500,00 fewer votes, well there is some dispute about this. But even accepting it as valid, 500,000 of all votes cast is a very small percentage. Statistically Gore and Bush received the same percentage of the popular vote. Bush got more electoral votes. They are the ones that count. It wasn't the first time this has happened. If it is such a travesty, why wasn't the law changed the first time it occured?
