My fear is not so much that George W would deliberately go after innocent people, but that he would not consider the effect his military maneouvres on the innocent people of Iraq.
Also: Let's assume that George W is a perfectly nice, well rounded guy, who just has trouble speaking properly. When this man is president, there is still an element of danger in that his inability to phrase a command or comment properly could result in a (possibly disastrous) misinterpretation of his desires. Remember earlier in his reign as president when he referred to the people of Pakistan as "Pakkies"? Not exactly disastrous, I'll grant, but it didn't help international relations any and it could happen again in a more delicate situation. No matter how intelligent he may be, it's not worth much if he can't convey his ideas properly.
Further, I grant that most people would stumble a bit when speaking in public. This would entail stuttering, long pauses and mispronounced words - none of which account for some of the utter gibberish he comes up with.
I refer you to two of my other replies within this thread: "Ahem... Oh, Wulf'gar?" and "Oh, but it is..." There are scores of sites like that linked two in "Exhibit A" and not all of them overlap each other.
