Pacifism in the face of Hitler's aggression made him more aggressive. It also encouraged Stalin to sign a non-aggression pact with him.

If 9/10 of the Western democracies have as a policy: "We will not make war on Saddam Hussein no matter how bad/dangerous he becomes" then why should Saddam do anything other than become more dangerous and act badly?

This is what your Norwegian politician means. You can argue with his logic if you so choose, but please don't act as if you don't understand it.
