Is that a university education department or a government thing??

they have a certain amount of freedom (such as they decide what to do research on, and the outcome of that research is completely free, and there is an inner democracy (which I am afraid they are trying to kill noe), but the funding comes from the state and it is the state which has decided that we are to implement this misnamed "quality-reform".
